When Cultures Meet Languages
"The Panamanian Association of Translators and Interpreters (APTI) had the honor and pleasure of presenting the Third International Congress on Translation and Interpretation, "When cultures meet languages”, on March 29 and 30, 2019, in Panama City, in line with the United Nations General Assembly proclamation of 2019 as the International Year of Indigenous Languages.
For the first time in our Congress, we had sign language interpreters from the National Association for the Promotion of Interpretation Services for the Deaf in Panama.
Mrs. Suzzet Gonzalez de Helleisz, president of APTI, welcomed the participants to the Congress.
The opening speech was given by Mr. Kevin Quirk, president of the International Federation of Translators (FIT). In his remarks, Mr. Quirk asked for a minute of silence in memory of FIT past president, Mrs. Marion Boers and Mrs. Etilvia Arjona Chang, APTI's founder and winner in 2005 of the Pierre-François Caillé medal, a symbol of excellence and prestige awarded by FIT. Mrs. Boers and Mrs. Arjona Chang both passed away in 2018.
Mr. Frans De Laet was the keynote speaker. His keynote speech, “From Filene and Finlay to live automatic interpreting: On to new perspectives in the symbiosis between artificial intelligence and humans” was well received by the audience.
Because indigenous language was the main focus of the Congress, we had a panel called “The situation of indigenous languages: three cases (Panama, Peru, Africa).” The panelists were Mrs. Elizabeth Quintero from Panama, his Excellency Mario Lopez Chavarri, Ambassador of Peru in Panama, and (Chief) Gloria Williams Taylor, from Bahamas and a chief of the Igbo tribe in Nigeria. The moderator of the panel was Mrs. Emma Gomez, a representative from the Panamanian Academy of Language. The main focus of the panel was the need to preserve and revitalize indigenous languages around the world.
Some of the members of the FIT Education and Professional Development Task Force attended the conference and organized a round table discussion for representatives of different countries of Latin America entitled: “The Professionalization of Translators and Interpreters around the World: A Comparative View”.
We had the participation of 38 speakers (28 international and 10 national), with more than 40 papers on different topics of interest for both translators and interpreters. In conjunction with the Congress, the governing council of FIT met here in Panama, for the first time in our country and in the Central American region, to hold its Annual Meeting. We had the privilege as well of the presence of Mr. Andrew Evans, FIT honorary advisor, as an observer at the Council meetings and special guest at our Congress.

Los organizadores del Congreso me invitaron a dar una ponencia y a sacar fotos del Congreso. Acepté. Después de mi graduación como traductor autorizado del Español en la Escuela Superior de Comercio en Copenhague en 1982 (Handelshøjskolen i København/CBS) viajé durante 5 meses a Cuba, El Caribe y América del Sur, pero nunca a América Central.
El ano después, en 1983, volví otra vez a Cuba con la escuela para adultos "Tidens Højskole". En este viaje trabajé como intérprete. La foto es de aquél entonces.

The National Strategy for Foreign Languages in Denmark
The objectives of the presentation are to showcase an ongoing political project in a highly developed country aiming to safeguard and promote the existence of a broad spectrum of foreign languages in the Danish educational system and the use of foreign languages in business, and why it is necessary.
Also, to discuss a trend believed to be of global reach, and to get input from the audience.
Foreign language skills are an important prerequisite for Denmark’s ability to work across national boundaries on important international matters both on a Nordic, European and global level. When political leaders meet to make economic decisions or discuss humanitarian crises, foreign language skills and understanding of foreign cultures is a prerequisite for cooperation and influence.

Introduction
Denmark is a very small country and
completely depending on full integration in global trade, increasingly based on
digital communication, in order to maintain our high level of prosperity.
For years Denmark has experienced a lack of demand for foreign language programs, resulting in the subsequent closing down of a big number of foreign language training programs at university level and below, including teacher training for public schools and high school. At a time in history where knowledge about foreign languages and foreign cultures is paramount, the pool of knowledge in the said domains is diminishing in Danish industry and in Danish society in general.
For years Denmark has experienced a lack of demand for foreign language programs, resulting in the subsequent closing down of a big number of foreign language training programs at university level and below, including teacher training for public schools and high school. At a time in history where knowledge about foreign languages and foreign cultures is paramount, the pool of knowledge in the said domains is diminishing in Danish industry and in Danish society in general.
A network of influencers has worked for years to remedy the situation. Finally last year, the Danish Government allocated a nice sum of money to the language sector, accompanied by a report: “The National Strategy for Foreign Languages in Denmark”.
The subject
of the paper relates to the themes of the Congress innovation, technology,
training and challenges.
Objectives
Methodology,
discussion, and conclusion
The
presentation of the paper will take the form of a workshop where the
participants will be introduced to the theme of the workshop, a brief
introduction to Denmark as a rich and highly digitized country, the history
behind the national strategy, the present situation, actions to be taken and
possible scenarios for the future outcome of the efforts on a problem believed
to be of global reach.
The
workshop will be based on active involvement and discussion with the
participants. Conclusions will be based on the input from the participants.

educational system:
Foreign
language skills are important to Denmark
Denmark requires a workforce that
masters foreign languages at the highest level since language and cultural
understanding forms a pivotal basis for Danish influence, growth and
prosperity. As such language is of great importance for Denmark’s economic
collaboration and trade with the world around us.
Finally, foreign language skills
give access to a diversity of knowledge, culture and history which opens doors
to the world around us. Even though language technology may assist, for example
in the European Union, language technology does not provide linguistic
understanding and cultural insight, which are prerequisites for being able to
use the language correctly and benefit from all the opportunities that foreign
languages afford us.

Over the years I have been deeply
involved in language politics. I have worked with universities, training
programs and conferences, I have been a member of the Council of the Danish Language Council
(Dansk Sprognævn), and for almost a decade I was the President of the Danish
Language Society (Modersmål-Selskabet). In FIT, I have taken part in congresses
since 1993 (except one), I have been on Task Forces, working groups, etc. I
have written quite a few articles in newspapers, in books and on the internet.
